Ancestral transplantation as a matter of gender: Narrating us, Wigudun
In this short essay, we want to revive some reflections reported to us by Yineth Muñoz, a person of Guna origin, an Indigenous people from Panama, to think with her what gives form to gender. We intend to critically imagine (Hartman, 2019) what happens to this concept – a technology, a somato-political fiction, and a material cutout – once the elaborations, concerns, and agency recalled and presented by Yineth's narratives traverse it. In this sense, the effort is not to explain Guna's gender, meaning to understand it as an object of ethnological elaboration. We would like to consider what comprises gender when it comes to metaphorizing – as an equivocal concept – the problems and reflections posed by Yineth. We will begin by going back to Yineth's considerations, which implicate gender in a series of other procedures and recursiveness that, we think, assist in raising questions to complicate some of the metaphors underlying mainstream descriptions concerned with matters of gender. Therefore, ours is an exercise concerned with a transfeminist engagement with the problem: to implicate oneself in it, not to explain it
Desenvolvimento de um analisador virtual para uma indústria de borracha sintética
Este trabalho visa o desenvolvimento de um analisador virtual para inferência da viscosidade Mooney durante o processo produtivo de borracha de butadieno e estireno (SBR), permitindo desta forma o uso de variáveis secundárias do processo coletadas a partir dos instrumentos existentes para determinação contínua desta variável que define a especificação ou não do produto. Primeiramente, foi realizada uma inspeção inicial nos dados para remoção de dados espúrios e, em seguida, foi empregada a Análise de Componentes Principais (PCA) para determinação da dimensionalidade do sistema, obtendo um valor aproximado do número de variáveis necessárias para compor o modelo de predição. Para a seleção das variáveis relacionadas com a viscosidade Mooney foi utilizado a regressão de Lasso, implementada em conjunto com o pacote Lars, que utiliza um critério de penalização para o coeficiente de regressão das variáveis de modo a manter diferente de zero somente as variáveis verdadeiramente relacionadas com a propriedade de interesse. Apesar de existirem técnicas mais sofisticadas para modelos de inferência, foi adotada a regressão linear multivariável (MLR) aplicada a uma tabela de dados estacionários onde as variáveis foram deslocadas de forma a compensar a dinâmica de planta. O deslocamento foi baseado no valor que levasse à máxima correlação com a variável de interesse. Para a estratégia de adaptação do modelo foi repetida a metodologia utilizada na obtenção do modelo para a viscosidade Mooney para obter um modelo simplificado de até 3 variáveis para inferência do erro ou resíduo gerado pelo modelo principal. Após somadas as predições dos modelos da viscosidade e dos resíduos, foi adotada uma estratégia de correção do bias de modo a somar o erro obtido entre as análises de laboratório e a predição do modelo neste mesmo instante. Depois de aplicado o algoritmo, em um conjunto de dados referentes a operação durante 5 meses da unidade de modo a calibrar os modelos e testar a qualidade das predições geradas, foi colocada em prova a capacidade preditiva do modelo sendo usado em um novo conjunto de dados de forma a simular a sua utilização na unidade industrial. Os resultados obtidos foram satisfatórios, de uma maneira geral, e, apresentaram um erro da ordem de 2,5% com relação ao valor médio de viscosidade Mooney do processo, apresentando-se o analisador virtual como uma útil ferramenta de controle do processo e fornece uma medida contínua da viscosidade Mooney do elastômero podendo ajudar na implementação de novas estratégias de operação, de modo a enviar de forma contínua o látex para a área de coagulação sem a necessidade de armazenamento em tanques de mistura, proporcionando economia devido ao menor consumo de vapor d’água no processo produtivo.This work aims to develop a virtual analyzer for Mooney viscosity inference during the production process of butadiene and styrene rubber (SBR), thus allowing the use of secondary process variables collected from existing instruments for continuous determination of this variable that defines the specification, or not, of the product. First, an initial inspection of the data was performed to remove spurious data, and then Principal Component Analysis (PCA) was used to determine the dimensionality of the system, obtaining an approximate value of the number of variables needed to compose the model. prediction. For the selection of variables related to Mooney viscosity, Lasso regression was used, implemented together with the Lars package, which uses a penalty criterion for the regression coefficient of unrelated variables to keep only the true variables different from zero relating to the property of interest. Although there are more sophisticated techniques for inference models, multivariable linear regression (MLR) was adopted, applied to a stationary data table where the variables were shifted to compensate the plant dynamics. The displacement was based on the value that led to the maximum correlation with the variable of interest. For the model adaptation strategy, the procedure used to develop the model of the main variable was repeated to obtain a simplified model of up to 3 variables for inference of the error or residual generated by the main model. After adding the predictions of the viscosity and residuals models, a bias correction strategy was adopted to add the error obtained between the laboratory analyzes and the prediction of the model at this time. After applying the algorithm, in a dataset referring to the unit's operation for 5 months to calibrate the models and test the quality of the generated predictions, the predictive capacity of the model being used in a new dataset was tested to simulate its use in the industrial unit. The results were generally satisfactory, and despite showing an error of the order of 2.5% in relation to the average Mooney viscosity value of the process, the virtual analyzer presents itself as a useful tool for controlling the process and provides a continuous measure of the elastomer's Mooney viscosity, which can help in the implementation of new operating strategies, in order to continuously send the latex to the coagulation area without the need for storage in mixing tanks, providing savings due to lower consumption of water steam in the production process

Participatory budgeting in COVID-19 times: a perspective from local public administration
The COVID-19 pandemic has changed the daily lives of populations around the world, affected
household economies, forced national and subnational governments to manage declining
revenues, and transformed patterns of behavior, practices, and processes. In this context of
uncertainty, the barriers imposed by the pandemic have somehow affected the implementation
of Participatory Budgeting (PB) in several countries. Brazil was a pioneer in the elaboration and
adoption of the mechanism in its municipalities, and Portugal is currently the country with the
highest rates of PB implementation worldwide. The goal of the paper is to explore the barriers
imposed by the global COVID-19 pandemic on PB, considering the perspective of Brazilian and
Portuguese Local Public Administration. The research applied an online survey using a Likert-type
scale to assess the perception of municipalities about the barriers imposed by COVID-19 pandemic
on PB. Public administration officials responsible for carrying out PB, in both the municipalities of
the state of Paraná (Brazil) and the municipalities of Portugal, indicated that the crisis caused by
COVID-19 pandemic had a negative impact on the carrying out of the processes. There is a sign
that the pandemic imposed the alteration of PB processes. As for the possible restrictive
consequences of the crisis on the implementation of the mechanism in the future, they are
apparently not entirely clear, according to the municipalities analyzed in the two countries. The
perception of public administration officials from Portuguese municipalities and cities in the state
of Paraná (Brazil) about the obstacles imposed on PB by COVID-19 pandemic can contribute to

Participatory budgeting in covid-19 times: a perspective from Paraná and portuguese municipalities
Purpose: The aim of this article is to explore the barriers imposed by the COVID-19 pandemic to Participatory Budgeting (PB), considering the perspective of Brazilian and Portuguese Local Public Administration.
Theoretical framework: Recent literature points out that the barriers imposed on PB processes arising from the crisis of the COVID-19 pandemic are justified by many leaders due to social distancing measures and the expansion of financial constraints.
Design/methodology/approach: An online questionnaire was applied using a Likert-type scale to assess the perception of public officials, in Paraná and Portugal, about the barriers imposed by the COVID-19 pandemic to PB. Through a quantitative approach, data were presented and analyzed using descriptive statistics and the Chi-square test of adherence.
Findings: The survey contributors from the Portuguese municipalities indicated that the crisis caused by the COVID-19 pandemic had a negative impact on the conduct of PB processes. The possible restrictive consequences caused by the COVID-19 pandemic on the realization of PB in the future are not clear, according to the responses obtained in the two contexts analyzed.
Research, Practical & Social implications: Future studies may include the perspective of the participants in the process and the possible reduction in the amounts available for the execution of the PB due to the pandemic of COVID-19.
Originality/value: COVID-19 alone cannot bring citizens to the periphery of public policy decisions. Difficulties prior to the pandemic, such as the absence of an online platform contributed to limiting the participatory space.Propósito: El objetivo de este artículo es explorar las barreras impuestas por la pandemia del COVID-19 a los Presupuestos Participativos (PP), considerando la perspectiva de la Administración Pública Local brasileña y portuguesa.
Metodología: Se aplicó un cuestionario en línea utilizando una escala tipo Likert para evaluar la percepción de los funcionarios públicos, en Paraná y Portugal, sobre las barreras impuestas por la pandemia de COVID-19 en la PB. Mediante un enfoque cuantitativo, los datos se presentaron y analizaron utilizando estadísticas descriptivas y la prueba de Chi-cuadrado de adhesión.
Conclusiones: Los encuestados de los municipios portugueses indicaron que la crisis provocada por la pandemia de COVID-19 tuvo un impacto negativo en la realización de los procesos del PP. Las posibles consecuencias restrictivas causadas por la pandemia de COVID-19 sobre la realización de la PB en el futuro no están claras, según las respuestas obtenidas en los dos contextos analizados.
Implicaciones de la Investigación: Los estudios futuros pueden incluir la perspectiva de los participantes en el proceso y la posible reducción de las cantidades disponibles para la ejecución de la PB como resultado de la pandemia de COVID-19.Objetivo: O objetivo deste artigo é explorar as barreiras impostas pela pandemia de COVID-19 ao Orçamento Participativo (OP), considerando a perspectiva da Administração Pública Local Brasileira e Portuguesa.
Referencial teórico: A literatura recente aponta que as barreiras impostas aos processos de OP decorrentes da crise da pandemia do COVID-19 são justificadas por muitos dirigentes devido às medidas de distanciamento social e à ampliação das restrições financeiras.
Desenho/metodologia/abordagem Um questionário online foi aplicado usando uma escala do tipo Likert para avaliar a percepção dos agentes públicos, no Paraná e em Portugal, sobre as barreiras impostas pela pandemia de COVID-19 ao OP. Por meio de uma abordagem quantitativa, os dados foram apresentados e analisados utilizando a estatística descritiva e o teste Qui-quadrado de aderência.
Resultados: Os colaboradores da pesquisa dos municípios portugueses indicaram que a crise causada pela pandemia de COVID-19 teve um impacto negativo sobre a realização dos processos de OP. Não são claras as possíveis consequências restritivas provocadas pela pandemia de COVID-19 na realização do OP no futuro, de acordo com as respostas obtidas nos dois contextos analisados.
Pesquisa, implicações práticas e sociais: Estudos futuros podem incluir a perspectiva dos participantes no processo e a possível redução dos valores disponíveis para a execução do OP em função da pandemia de COVID-19.
Originalidade/valor: A COVID-19 por si só não pode levar os cidadãos à periferia das decisões de políticas públicas. Dificuldades anteriores à pandemia, como a ausência de uma plataforma online contribuíram para limitar o espaço participativo

Percebeu-se as estratégias de ampliação da Rede de Humanização na Saúde. Dois eventos são focados ? o primeiro caso trata da formação da Rede Humaniza/SUS no Estado de São Paulo; o segundo caso analisa as ações da Rede Humaniza na cidade de Santa Maria a partir do final de janeiro de 2013. Como método, foram realizadas duas entrevistas de atores-chave dos respectivos processos. A análise de suas falas conduz à formulação de um habitus profissional e acadêmico mobilizando desde estratégias de gestão administrativa à considerações de cunho filosófico; ambas direcionadas à criação de novos espaços institucionais.Abstract : This work investigates the perception of some managers linked to the National Humanization Politics. It was noted strategies to hence the scope of the Humanization network in health. The influence of load on tendons and tendinopathy:Studying Achilles and patellar tendons using UTC
Tendons are responsible for transmitting the forces produced by the muscle to the bones which results in movement. Loading the tendons is necessary to maintain the normal function and homeostasis. When a sufficient amount of load is applied to the tendon with a sufficient amount of rest between sessions, positive tendon adaptation is observed. However, when there is an imbalance between load and rest, tendons will respond negatively. For example, a negative response is the development of tendinopathy, a condition that causes pain and function impairment. Thus, the aim of this thesis was to investigate the influence of load on Achilles and patellar tendons with or without tendinopathy. To assess the tendon structure, a relatively new imaging technique was used, the ultrasound tissue characterization (UTC). Differently of the conventional imaging tools, the UTC objectively quantify (in percentage) the changes in tendon structure. The results of this thesis showed that in individuals without tendinopathy, the tendon structure reacted at the short term to the load (related to sports) performed. In patients with Achilles or patellar tendinopathy, after conservative treatment, it was observed an association between clinical and imaging examination (conventional ultrasound or magnetic resonance imaging) at the long-term follow-up. Using the UTC, there was an association between clinical examination and UTC outcomes at the short-term follow-up in patients diagnosed with Achilles tendinopathy. Generally, UTC imaging tool can be used in both tendons with and without tendinopathy to monitor the influence of load on tendon structure
Processo logístico de uma pequena empresa familiar no ramo varejista de materiais de construção localizada em São João do Sul – SC
Trabalho de Conclusão de Curso apresentado para obtenção do grau de Bacharel, no curso de Administração Habilitação Comércio Exterior, da Universidade do Extremo Sul Catarinense, UNESC.Atualmente as empresas encontram-se preocupadas em investir em processos logísticos que proporcionem melhorias e vantagens para a organização, principalmente os que estão ligados à gestão de estoques, que é um setor que reflete diretamente nos resultados de uma empresa. O presente estudo teve como objetivo principal analisar o processo logístico em uma empresa varejista de materiais de construção localizada no município de São João do Sul – SC. A metodologia utilizada na pesquisa caracterizou-se como uma pesquisa descritiva, quanto aos fins, e, bibliográfica e de campo quanto aos meios de investigação. A população alvo foi diretamente a empresa em estudo, mais especificamente em um setor estabelecido, onde se caracterizou em uma coleta de dados primários e secundários, contando com a técnica de coleta por observação participante do pesquisador no local da pesquisa. A técnica de análise dos dados utilizada foi particularmente qualitativa. Após isto, verificou-se então que a empresa em questão se encontra em uma situação precária em relação a seus processos logísticos e na gestão de seus estoques, possuindo algumas ferramentas em mãos, porém não as colocando em prática, com isso surgiu à necessidade de apresentar sugestões de ferramentas que auxiliassem no bom desempenho, buscando na literatura diversos autores no assunto, exemplos como, na utilização de métodos como o sistema de duas gavetas, curva ABC, estoque de segurança e sistema de máximos e mínimos, a fim de solucionar problemas encontrados nos processos logísticos. Barreiras do orçamento participativo: uma perspectiva dos municípios paranaenses e portugueses

Paraná.O Orçamento Participativo (OP) constitui uma das mais importantes inovações de
governança e democracia participativa em todo o mundo. As cidades de Porto Alegre, São
Paulo, Palmela, Lisboa, Nova Iorque ou Paris são apenas alguns exemplos de cidades que
utilizam o OP e fomentam a participação dos cidadãos na discussão e tomada de decisão
sobre os investimentos públicos. Estima-se, atualmente, a ocorrência entre 11.690 e 11.825
experiências de OP em 71 países. O Brasil foi pioneiro na elaboração do mecanismo e
Portugal é, atualmente, o país com as maiores taxas de implantação em todo o mundo.
Contudo, diversos autores indicam a ocorrência de barreiras nos processos de OP, como
as relações assimétricas entre o governo local e os cidadãos, a limitação de recursos
financeiros para investir nas propostas, a ausência de transparência, a falta de tempo dos
cidadãos e o fato de os projetos aprovados não serem implementados. Além das barreiras
exemplificadas, a pandemia de COVID-19 ocasionou novas barreiras ou agravou os
obstáculos anteriores à crise. Nesse sentido, a pandemia mudou o cotidiano das
populações ao redor do mundo, impactou a economia das famílias, impôs aos governos a
necessidade de gerenciar a diminuição da receita, alterou os padrões comportamentais e
os processos. O objetivo desta pesquisa é identificar a percepção sobre as barreiras que
afetam o processo de OP sob a ótica da Administração Pública Local. O trabalho explora
as barreiras de acesso (motivos externos), de uso (opinião pessoal) e as barreiras que a
COVID-19 coloca ao OP. A pesquisa aplicou um questionário on-line utilizando uma escala
do tipo Likert para avaliar a percepção dos municípios paranaenses e portugueses sobre as
barreiras do OP. Por meio de uma abordagem quantitativa, os dados foram apresentados
e analisados utilizando estatística descritiva, testes paramétricos e não paramétricos. A
pesquisa identificou que não existem diferenças acentuadas entre as barreiras de acesso e
de uso no Paraná. Em Portugal, há significância estatística para diferenças entre os dois
grupos de barreiras, com maior percepção de ocorrência das barreiras de uso. Os
colaboradores da pesquisa responsáveis pela realização do OP, tanto nos municípios
paranaenses quanto nos portugueses indicaram que a crise provocada pela pandemia de
COVID-19 teve um impacto negativo sobre a realização dos processos. Há uma sinalização
de que a pandemia impôs a alteração dos processos de OP e quanto as possíveis
consequências restritivas da crise sobre a realização do mecanismo no futuro,
aparentemente não são totalmente claras, de acordo com os municípios analisados nos
dois países. O trabalho busca contribuir com o incremento da compreensão dos obstáculos
do OP, tanto para acadêmicos quanto para os participantes do processo.Participatory Budgeting (PB) is one of the most important innovations in governance and
participatory democracy worldwide. The cities of Porto Alegre, São Paulo, Palmela, Lisbon,
New York or Paris are just a few examples of cities that use PB and foster citizen
participation in the discussion and decision-making on public investments. It is currently
estimated that there are between 11,690 and 11,825 PB experiences in 71 countries. Brazil
was a pioneer in the elaboration of the mechanism, and Portugal is currently the country with
the highest implementation rates in the world. However, several authors indicate the
occurrence of barriers in PB processes, such as asymmetric relations between local
government and citizens, limited financial resources to invest in proposals, lack of
transparency, citizens' lack of time, and the fact that approved projects are not implemented.
In addition to the exemplified barriers, the pandemic of COVID-19 caused new barriers or
worsened the pre-crisis barriers. In this sense, the pandemic has changed the daily lives of
populations around the world, impacted household economies, imposed on governments
the need to manage declining revenues, changed behavioral patterns and processes. The
objective of this research is to identify the perception about the barriers affecting the PB
process from the perspective of Local Public Administration. The research explores the
barriers of access (external reasons), use (personal opinion), and the barriers COVID-19
imposes to the PB. The research applied an online questionnaire using a Likert-type scale
to assess the perception of Paraná and Portuguese municipalities about the barriers of PB.
Through a quantitative approach, data were presented and analyzed using descriptive
statistics, parametric and non-parametric tests. The research identified that there are no
marked differences between barriers of access and barriers of usage in Paraná. In Portugal,
there is statistical significance for differences between the two groups of barriers, with a
greater perception of the occurrence of use barriers. The research collaborators responsible
for carrying out the PB in both Paraná and Portuguese municipalities indicated that the crisis
caused by the pandemic of COVID-19 had a negative impact on the realization of the
processes. There is a sign that the pandemic imposed a change in the PB processes, and
the possible restrictive consequences of the crisis on the implementation of the mechanism
in the future are apparently not totally clear, according to the municipalities analyzed in both
